A practical human-managed order:

1. Current verified goal
2. Authoritative source material
3. Active decisions and constraints
4. Relevant examples and preferences
5. Supporting background
6. Inferences and assumptions

This is a planning aid, not a universal technical rule. Context should have an explicit center of gravity.
